Greater Manchester Police (GMP) said he was being treated for a serious injury, but his condition is not life-threatening.
It is understood the victim was with a group of friends drinking and eating on a patch of grass outside a house on Vale Street when a gunman opened fire.
Detective Inspector Claire Moss said: People will understandably be concerned that someone has been shot in broad daylight on their streets, but I want to assure them we are doing all we can to get to the bottom of what happened.

We have increased patrols in the area and Id ask people to share any information that could help us identify the person responsible for such a violent attack.
GMP said it was unclear whether the shooter was on foot or in a car at the time. The teenager hasnt been named. He was shot at around 2.45pm.
Forensic experts later carried out a finger-tip search of the grass in a bid to find bullets or any other evidence.
They also sifted through the remains of two disposable barbecues. Two upturned chairs were left behind with a bottle of vodka still on a wall.
What appeared to be blood-stained clothing could also be seen at the scene.
Appealing for witnesses, Moss said: On such a warm bank holiday, people will have been in the area and someone out there will have the detail we need to hold the offender to account.
Moss said investigators were working to establish the chain of events and a possible motive.
Police cordoned off a small area of Vale Street down from a parade of shops.

They confirmed the teenager was with friends when he was shot, but no further information was released. No one else was injured.
Tactical Aid Unit officers lifted up grids to check drains for potential evidence and forensic officers assessed the scene and took photographs.
Moss added: If you know something that could help our enquiries, please get in touch with police as soon as you can.
